Sustainable Transport Shropshire (STS) is campaigning to get the council to focus on active and sustainable transport https://www.facebook.com/sustainabletransportshropshire/
STS has produced and collated some useful documents about alternatives to road building here https://drive.google.com/drive/folders/1VIbkevL4w6SKEGvueFPjYf01vvAGY281
This includes an STS discussion document (Joining People with Places) to set out how this could be achieved http://shrewsfoe.yolasite.com/resources/Joining%20People%20with%20Places%20-%20A%20Vision%20for%20Transport%20in%20Shropshire%20v13.pdf?fbclid=IwAR1bixRpcXzGVRsYhR-2CxBZV-uH-5Vc_XAmjVNzKz1KE7i-MfGVkWR2FyU

This report was presented to Shropshire Council following the Govt. announcement of the partial funding of the scheme and contains costs, timelines, etc at that time. https://shropshire.gov.uk/committee-services/documents/b13274/Shrewsbury%20North%20West%20Relief%20Road%20-%20DfT%20Programme%20Entry%2016th-May-2019%2010.00%20Council.pdf?T=9
There is a huge amount of evidence that building new roads is not the solution to transport problems. This page on the Campaign for Better Transport talks about recent research into induced traffic (when you build new roads you get more traffic), the fact that roads fail to deliver the promised economic benefits and that roads cause permanent environmental damage. https://bettertransport.org.uk/blog/roads/major-road-building-failing-deliver
Likewise, Transport for Quality of Life has produced a number of useful 2 page summaries of the evidence around key transport issues: this one is about shifting road spending to sustainable transport http://www.transportforqualityoflife.com/u/files/180916%20Shifting%20road%20funding%20to%20sustainable%20travel%20FINAL2.pdf
This website allows you to see the shocking levels of death and injury caused by cars in Shrewsbury https://www.crashmap.co.uk/Search
The 20s Plenty website provides lots of evidence as to why reducing speed limits to 20mph across all residential areas is effective http://www.20splenty.org/30kmh
